China RoHS 2 Draft Catalog Update

China’s Ministry of Industry and Information Technology (MIIT) has issued a draft catalog of electrical and electronic products that will be covered in the China RoHS 2 law. The draft was issued on June 29, and comments can be submitted until July 28.  

 

 

 

The product types in scope of the draft catalog include:

  • Air conditioners
  • Electric water heaters
  • Fax machines
  • Microcomputers
  • Mobile communication devices
  • Photocopiers
  • Printers
  • Refrigerators
  • Telephones
  • Televisions
  • Monitors
  • Washing machines

The substances in the scope of the China RoHS 2 draft catalog are:

  • Cadmium (Cd)
  • Hexavalent chromium (Cr6+)
  • Lead (Pb)
  • Polybrominated biphenyls (PBB)
  • Polybrominated diphenyl ether (PBDE)
  • Mercury (Hg)

The relevant threshold levels for these substances are set out in national standard GB/T 26572 2011. As with RoHS 2 in the European Union (EU) China’s draft catalog lists 39 usage exemptions for cadmium, hexavalent chromium, lead and mercury.

The European Union’s RoHS 2 law includes the same six substances as its Chinese counterpart, yet has additional substances including bis(2-ethylhexyl) phthalate (DEHP), butyl benzyl phthalate (BBP), dibutyl phthalate (DBP) and diisobutyl phthalate (DIBP).

The earlier China RoHS 1 proposal was circulated for consultation in 2009, but was never officially published. China RoHS 2 is set to expand the scope of RoHS 1 significantly, meaning companies doing business in China will need to properly survey their supply chains to determine whether any in-scope substances are in usage in quantities over the posted threshold levels.
