ECHA Announces 31 Substances to Be Reviewed in 2019

The European Chemicals Agency (ECHA) has announced the first 31 of 100 substances to be evaluated under the Community Rolling Action Plan (CoRAP). The substances will be evaluated by 11 European Union (EU) member state competent authorities under the substance evaluation process outlined in the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation. The results will determine whether the substances will be added to the REACH Substances of Very High Concern (SVHCs) list. The agency will investigate 100 chemicals in three stages. The 31 substances identified in 2019 mark the first stage, with another 45 substances to be announced in 2020 and the final 25 in 2021.

The 31 substances are:

  1. Bis(4-chlorophenyl) sulphone – CAS 80-07-9.
  2. 1-hydroxy-4-[[4-[(methylsulphonyl)oxy]phenyl]amino]anthraquinone – CAS 1594-08-7.
  3. N-[4-[(9,10-dihydro-4-hydroxy-9,10-dioxo-1-anthryl)amino]phenyl]acetamide – CAS 67905-17-3.
  4. 1-(4-methyl-2-nitrophenylazo)-2-naphthol – CAS 2425-85-6.
  5. 1-[(2-chloro-4-nitrophenyl)azo]-2-naphthol – CAS 2814-77-9.
  6. 1-[(2,4-dinitrophenyl)azo]-2-naphthol – CAS 3468-63-1.
  7. Benzenamine, reaction products with aniline hydrochloride and nitrobenzene – CAS 101357-15-7.
  8. Multi-Wall Carbon Nanotubes (MWCNT), synthetic graphite in tubular shape – CAS N/A.
  9. 1,1,1,2,2,3,3,4,4-nonafluoro-4-methoxybutane;1,1,1,2,3,3-hexafluoro-3-methoxy-2-(trifluoromethyl)propane (HFE7100).
  10. A mixture of: propan-2-oneO,O'(methoxyviny lsilandiyl)dioxime; propan-2-one-O- (dimethoxyvinylsil yl)oxime; propan2-one-O,O’,O”- (vinylsilantriyl)trio xime – CAS 797751-44-1.
  11. 2-Ethoxy3,3,4,4,5-pentafluoro-2,5-bis[(1,2,2,2-tetrafluoro-1-trifluoromethyl)ethyl]tetrahydrofuran (HFE-7800).
  12. 3M(TM) NOVEC(TM) ENGINEERED FLUID (HFE-7000).
  13. 2-bromo-3,3,3,-trifluoroprop-1-ene – CAS 1514-82-5.
  14. 6,6′-di-tert-butyl4,4′-butylidenedim-cresol – CAS 85-60-9.
  15. Triclocarban – CAS 101-20-2.
  16. RESORCINOL – CAS 108-46-3.
  17. Chromium(III)Oxide – CAS 1308-38-9.
  18. sodium chlorite – CAS 7758-19-2.
  19. 1-phenylethanol – CAS 98-85-1 .
  20. 2-[(2-methoxy-4- nitrophenyl)azo]- N-(2- methoxyphenyl)- 3-oxobutyramide – CAS 6358-31-2.
  21. 2-[(4-chloro-2-nitrophenyl)azo]-N-(2-chlorophenyl)-3-oxobutyramide – CAS 6486-23-3.
  22. 2-[(4-methoxy-2- nitrophenyl)azo]- N-(2- methoxyphenyl)- 3-oxobutyramide – CAS 6528-34-3.

  24. Oxydiethylene dibenzoate – CAS 120-55-8.
  25. Oxydipropyl dibenzoate – CAS 27138-31-4.

  27. Methylethylketone peroxide trimer (Trigonox 301) – CAS 24748-23-0.
  28. 1,3-diethyl-2- thiourea (DETU) – CAS 105-55-5.
  29. bis(2-ethylhexyl)amine – CAS 106-20-7.
  30. N,Ndiethylhydroxylamine – CAS 3710-84-7
  31. Bis(2-ethylhexyl) tetrabromophthalate – CAS 26040-51-7.

Why These Substances Are Being Examined, and What to Do If You Use Them

The substances were chosen based on their suspected hazardous properties. They may be potential sensitizers; persistent, bioaccumulative and toxic (PBT) substances; carcinogens; mutagenic and reprotoxic (CMR) substances; or endocrine disruptors. The examination may result in identifying other areas of concern.

Registrants of the selected substances are encouraged to coordinate their actions and contact the appropriate member state. Member states evaluating the substances will have until March 19, 2020, to deliver a draft decision. The ECHA encourages registrants to update their dossiers regarding uses of and potential exposures to the concerned substances.
